一、Introduction to the Recruitment Unit
Beijing Jiaotong University is a national key university directly under the Ministry of Education, jointly established by the Ministry of Education, the Ministry of Transport, the People's Government of Beijing Municipality, and China State Railway Group Co., Ltd. It is a project university of the "211 Project" and the "985 Project Innovation Platform for Advantageous Disciplines." The university leads the "2011 Plan" and the "Collaborative Innovation Center for Rail Transit Safety," which is one of the first 14 national recognized collaborative innovation centers. The university is among the first batch of national "Double First-Class" construction universities, having successfully completed its first-round construction tasks, with its "Smart Transportation" first-class discipline field receiving high praise from evaluation experts.
Beijing Jiaotong University Weihai Research Institute is a public institution with independent legal personality, jointly established in January 2022 by Beijing Jiaotong University and the Weihai Nanhai New District Management Committee. This initiative responds to the national innovation-driven development strategy, fully integrates the industrial environment advantages of Weihai City with the teaching, research, and talent advantages of Beijing Jiaotong University and its Weihai campus, accelerates the transfer and transformation of scientific research achievements from Beijing Jiaotong University to the local area, and promotes the high-quality economic and social development of Weihai Nanhai New District.
Beijing Jiaotong University Weihai Campus is an international campus primarily focused on Sino-foreign cooperative education, established by Beijing Jiaotong University at the invitation of the Weihai Municipal People's Government in Weihai Nanhai New District. It was officially approved by the Ministry of Education in 2015 and put into use in September of the same year. The outstanding talents recruited by the research institute will mainly engage in scientific research and the teaching of undergraduate and postgraduate students at Beijing Jiaotong University Weihai Campus.
二、Recruitment Positions and Number of Vacancies
In accordance with the "Interim Provisions on the Public Recruitment of Personnel in Public Institutions" (Ministry of Personnel Order No. 6) and the "Implementation Measures for the Public Recruitment of Personnel in Shandong Province Public Institutions" (Lu Ren She Gui [2022] No. 2), and in line with the work requirements, Beijing Jiaotong University Weihai Research Institute plans to publicly recruit 19 teaching and research personnel. 三、Recruitment conditions
3.1 Basic conditions
3.1.1. Having the nationality of the People's Republic of China;
3.1.2. Abide by the Constitution and laws of the People's Republic of China and support the leadership of the Communist Party of China and the socialist system;
3.1.3. Be in good health;
3.1.4. Love the cause of higher education, have excellent teaching and research ability, and have good professional ethics and conduct;
3.1.5. for intermediate positions, the age of not more than 35 years old; for deputy senior positions, the age of not more than 38 years old for science and engineering majors, and not more than 43 years old for humanities majors; for full senior positions, the age of not more than 45 years old for science and engineering majors, and not more than 50 years old for humanities majors. The age calculation time is up to January 2025, and those who are particularly outstanding may be appropriately relaxed.

In view of setting professional requirements with reference to the professional catalogue fails to fully cover the old professions, emerging disciplines, foreign disciplines, etc., if the professional name on the certificate of graduation obtained by the candidate is similar to the profession listed in the recruitment position, the candidate should take the initiative to contact the recruiting unit to introduce the relevant information, and is indeed relevant and similar to the recruiting unit to study and determine and report to the competent authority for the record, the recruitment information released on the website to publish a unified professional additions Announcement, in order to facilitate the similar professionals to apply for the job.
3.3.The following persons shall not apply for the job
3.3.1. Students enrolled in full-time general institutions of higher education shall not apply for the job, nor shall they apply for the job with the academic degree they have obtained as a condition.
3.3.2. Military personnel on active duty shall not apply for employment.
3.3.3. Persons who have been criminally punished or dismissed from public office shall not apply for the job.
3.3.4. Persons in other situations not allowed to be employed by law shall not be allowed to apply for the job.
Candidates shall not apply for the positions listed in the ‘Regulations on Avoidance of Personnel Management in Public Institutions’ (Ministry of Human Resources and Social Affairs Regulation [2019] No. 1).
3.4 .Candidates must possess the relevant academic qualifications, degrees, and other basic conditions required for the recruitment position (2025 fresh graduates must obtain the corresponding graduation certificate and degree certificate by December 31, 2025). For those who have obtained their academic qualifications and degrees abroad (overseas), they must provide the "Foreign Academic Degree Certification" issued by the Ministry of Education's Study Abroad Service Center. For those who have not yet obtained the overseas degree certification, a "commitment + tolerance" approach can be adopted, allowing them to take the exam first, and provide the overseas academic degree certification before the assessment, physical examination, or employment.
四、Recruitment Procedures
4. Release of Recruitment Information
Recruitment information is released to the society through the website of the People's Government of Wendeng District, Weihai City (http://www.wendeng.gov.cn/), the website of BJTU Weihai Campus (http://wh.bjtu.edu.cn/), WeChat public number of BJTU Weihai Campus and other media.
4.2.Application and Qualification Examination
4.2.1.Enrolment
(1) Application Method: Applicants should download and fill out the "Beijing Jiaotong University Weihai Research Institute 2025 Public Recruitment Application Form for Outstanding Talents at Home and Abroad" (Attachment 2), and compile the application materials (full texts of 3 representative papers or book covers and tables of contents, along with other application materials) into a compressed file. This file should then be sent via email to whxqzp@bjtu.edu.cn, with the email subject titled as "Applied Position Number" + "Applicant's Name".
(2) Application time: the recruitment position is a long-term recruitment position, since 20 January 2025 to start the application, according to the application of the position, from time to time to start the expert evaluation, interviews, inspection, medical examination procedures, the position is filled while the job is still available, the application is valid until 31 December 2025 for the position that is not filled.
(3) Other materials include:
① identity and academic materials: ID card or passport, bachelor's and master's level academic and degree certificates and other scanned documents;
② work and academic achievements materials: professional and technical job qualifications, labour contracts or appointment and departure certificates and other materials; project experience, received awards, professional qualifications, theses, patents materials;
③ overseas students applying for employment, submitted by the Ministry of Education Service Centre for Overseas Education issued by the ‘certification of foreign degrees’ scanned; for the time being did not obtain the degree certification of foreign (overseas) students, you can take the ‘commitment + tolerance’ approach, you can first participate in the investigation of the interview, in the prescribed time to make up for the certificate of academic degrees, to be formally certified, and then publicity, after the certification. 4.2.2.Qualification Review
Qualification examination of candidates throughout the recruitment process. Candidates need to truthfully fill out and submit personal information. Those who can not provide relevant supporting materials, those who do not have the conditions to apply for the job after examination, and those who provide inaccurate information on relevant materials, will be cancelled of their eligibility to apply for the job, employment qualifications, and those who have been employed will be dismissed from the employment relationship.
4.3.Recruitment Method
This recruitment will be conducted through a combination of expert evaluation and interviews. There is no minimum number of candidates required to open the examination for any position.
4.3.1.Expert Evaluation: Beijing Jiaotong University Weihai Campus will organize relevant experts to evaluate the professional suitability, academic level, and development potential of applicants who have passed the qualification review. The experts will provide opinions on whether the applicants pass the evaluation. A majority agreement among the expert evaluation group is required for an applicant to pass. Those who do not pass will not proceed to the interview stage.
4.3.2.Interview: The interview will consist of a trial lecture (i.e., simulated teaching) and a discussion. It will primarily assess the candidate's professional knowledge, teaching ability, research level, and comprehensive expression skills. The interview is scored out of 100, with a passing score of 70. Candidates who meet the passing score will be ranked from highest to lowest based on their scores to determine the candidates for further evaluation. In the event of tied scores among candidates for the same position, a supplementary test will be conducted to determine the final ranking. The time and location of the interview will be notified separately.
4.4.Investigation and Physical Examination
Based on the interview scores, candidates will be selected for the investigation and physical examination phase in a ratio not exceeding 1:2, ranked from highest to lowest. Beijing Jiaotong University Weihai Campus will establish an investigation and physical examination team to specifically handle these tasks.
4.4.1.Investigation: The investigation will involve reviewing files and conducting individual interviews. It will primarily assess the ideological and political performance, professional ethics, moral quality, professional ability, and work achievements of the proposed candidates. The team will also verify whether the candidates meet the required qualifications for the position and whether the provided information and materials are accurate and authentic. The investigation team will strictly review the candidates' files in accordance with the "Opinions on Further Strengthening the Management of Cadre Files" (Lu Zu Fa [2017] No. 2).
4.4.2.Physical Examination: The physical examination will be conducted at a comprehensive hospital at or above the county level. The standards and items for the physical examination will follow the "Notice on Revising the 'General Standard for Physical Examination for Civil Servant Recruitment (Trial)' and the 'Operation Manual for Physical Examination for Civil Servant Recruitment (Trial)'" (Ren She Bu Fa [2016] No. 140).
Candidates who intentionally conceal diseases or medical histories that affect their employment during the physical examination will not be hired. Candidates who cheat during the physical examination by colluding with medical staff, having someone else take the examination on their behalf, or swapping test samples will have their examination results invalidated, their qualifications canceled, and will be dealt with according to relevant regulations.
For cases requiring re-examination, it must not be conducted at the original hospital. Re-examination can only be performed once, and the result of the re-examination will be considered final. Candidates who do not attend the physical examination at the designated time and location will be considered to have voluntarily withdrawn.
Any vacancies resulting from voluntary withdrawal or failure in the investigation or physical examination will be filled sequentially from the pool of candidates who entered the investigation phase for the same position.
4.5.Position Determination
In accordance with the relevant regulations of the Research Institute and Beijing Jiaotong University regarding talent recruitment and professional title evaluation, the Talent Committee of the Weihai Research Institute will determine the positions for the candidates based on the appointment recommendations provided by relevant experts.
4.6.Announcement of Employment
The personnel to be employed shall be uniformly publicised on the website of the People's Government of Wendeng District, Weihai City, and the official website of Beijing Jiaotong University Weihai Campus, and the period of publicity shall be seven working days, and the list of the personnel to be employed shall be publicised without any further replacement. If there is no objection to the public announcement, the employment procedures will be carried out according to the regulations and personnel relations will be established. Employed personnel shall be subject to a probationary period according to the regulations, and those who are qualified shall be formally employed at the end of the period, while those who are not qualified shall be dismissed from the employment contract.
